Position: Manager, Health Informatics
Position Type: Permanent Full-Time
Hours of Work: 75 hours per pay period

Position Objective:

Hotel Dieu Shaver Health and Rehabilitation Centre (HDS) is entering a time of great opportunity and transformation. We are looking for exceptional individuals to be part of our extraordinary team and future that includes a focus on leveraging information and technology to transform how we plan and deliver patient care at Hotel Dieu Shaver Health and Rehabilitation Centre and across the Niagara region.

The Health Informatics Manager is a key leader for HDS, responsible for collaborating with our acute care partner, with the design, implementation, and optimization of information and communication systems that enhance clinical workflows and patient care at HDS. This role involves close collaboration with medical, nursing, interprofessional, administrative and digital teams to drive process changes, system enhancements, and targeted training that support safe, quality patient care and improve clinician experiences and data accuracy through digital solutions. Additionally, the Health Informatics Manager plays a critical role in organizational information system downtime preparedness and leads and participates in HDS committees as required.

Responsibilities:

Strategic Leadership and Collaboration:

  • Collaborate with clinical, business, and Digital leadership to establish health informatics program roadmaps
  • Translate strategic objectives into business cases and organizational initiatives.
  • Liaise with clinical and technical oversight groups to understand and shape requirements for HDS, and solve complex clinical system problems at an enterprise level.

Clinical System Implementation and Enhancement:

  • Apply extensive knowledge of clinical and Health Information Management workflows and use cases for clinical systems to implement new system and process enhancements, in collaboration with our acute care partners and HDS's primary health information system, Oracle Health/Millennium
  • Review, select, and test new healthcare technologies
  • Define appropriate training and reinforcement initiatives to support clinical practice and system adoption o Continuously analyze and evaluate the HIS to identify opportunities for system optimization and workflow improvements o Collaborate with IT and departments to ensure seamless integration between the HIS and other systems o Utilize audits of the HIS to ensure data integrity, system efficiency, and compliance with healthcare regulations

Project and Team Management:

  • Apply formal project management principles, assuming end-to-end ownership for planning and delivering projects with complex requirements
  • Work collaboratively with our acute care partners health informatics team

Governance and Risk Management:

  • Maintain a strong focus on governance, change management, and communications, emphasizing outcomes, value delivery, and customer service
  • Proactively identify and manage risks and issues, escalating appropriately to senior leadership

System Downtime Preparedness:

  • Support the development of clinical information system downtime procedures and tools
  • Lead working groups focused on maintenance and ongoing improvement of downtime preparedness
  • Participate in an on-call leadership rotation to support HDS emergency response to critical information system downtimes

Training Program Development:

  • Design, develop, deliver and update HIS training materials tailored to various user groups (e.g., physicians, nurses, administrative staff) based on role-specific workflows and responsibilities to ensure relevance and effectiveness

End-User Support:

  • Serve as a point of contact for end-users to answer HIS-related questions, troubleshoot issues, and offer solutions
  • Work with the IT and Clinical Informatics teams to identify and resolve user issues that affect system adoption and workflow integration including role appropriate access and onboarding for the HIS and other systems
  • Other duties as assigned

Qualifications: 

  • College Diploma or University degree specializing in Health Administration, Business Administration or Health Related Field is required
  • Master's degree in Health Informatics, Health Administration, Business Administration or equivalent is an asset
  • Minimum of 6 years of clinical practice, informatics, or related experience required
  • Minimum of 2 years of experience in project or program management
  • PMP, Lean/Six-Sigma Black Belt, ITIL, IIBA, Change Management is an asset
  • Supervisory or leadership experience required
  • Proficiency in Oracle Health/Millennium as a user, including developing Millennium modules strongly preferred
  • Excellent team-building, coaching, and group facilitation skills
  • Proficient in desktop publishing and spreadsheet software (e.g., MS PowerPoint, Word, Excel); experience with MS Project, Visio, and other project management software is an asset
  • Excellent presentation, writing, and training skills
  • Excellent budget management skills and proficiency in data analytics to support IT investments
  • Excellent interpersonal and client relationship skills at all levels including front line staff, physicians and the executive team.
  • Strong strategic critical thinking and problem-solving abilities with exceptional attention to detail
  • Ability to work flexible hours including after hours, weekends and holidays to meet tight deadlines.
  • Consistent and regular attendance required
  • Proficiency in English is required, French is an asset
